vbulletin sql database dump help

I have vbulletin website..It went down..
And when I go to cPanel>MSQL databases, there is no user and database there..(i dont know what happened)

However, i have sql_backup dumps on my directory:
Forum-2011-07-28-2-16-47-Full-Backup.sql

i have also backup from my hosting provider:
fasterf_username_forum.sql.gz

How can i restore this?
thanks! go to your newly cpanel create database with any username and then go to myphp admin select that database and them second last tab import databse there upload that database wait for execution You Are Done..! hmm, i thought phpmyadmin doesnt allow large database file.. but the thing is the config.php does not connect with the database
(the DB, user, and pass are 100% correct)
