vB Products like Arcade on different Server then the forum root server?

Not really possible sorry, if you have root on both servers and can access DNS zones it would be "possible" but it's highly unlikely you have this. If you did you would be better off using 1 server for webpages and media running lighttpd and the other as a database server.
With your idea, the problem is Arcade, vBPlaza etc use the vBulletin database so having them on different servers involves latency issues and database syncing problems.
Either get a better server, or optimize vBulletin itself. What's your setup? How many concurrent users, what hardware, and do you have root in order to optimize httpd.conf and my.cnf or install memcache?
