Hi yes sure it mean that website has banned your ip address due to this you can't use that website ....To fix this you have to change your ip address ..if you are having dynamic ip address then you can easily change it by resetting your modem ...Else if you are having static ip then you can easily change it by informing your ISP ...After changing the ip address visit sites like IP-Details.com to check that whether your ip address is changed or not ....If your ip address is changed then try to visit the same site which has blocked your ip address.Now you can sure access that website ...
