Should be right under the FAQ button in the AdminCP menu...
I figured it out...
I had previously installed VBAdvanced. Which modfies your admincp. ANd i guess in the updates it didnt modify that page.
So it doesnt show the notices tab. But you can still acces the notices managaer manually..

for anyone else with this problem.

vbadvanced doesnt actually modify the existing code. Long story short it adds an xml file in the includes directory and the code in the admin cp loads that xml files contents creating a drop down menu.
As ghost said, you may have an older version since it wasnt added until atleast the 3.7 series.
