Obviously kidding as things like lamp and xampp can be used to host webservers from home, right. Only thing to think of is your actual upstream bandwidth. If you got a 10Mbit upstream why not host from home. Setup dyndns and you are good to go. Of course xampp installation should be hardened as the config that comes with it isn´t really that secureu have self hosting, but offline

The risk depends on where you live and where you host.
You:
- may be ask for compensation
- may be sued for using nulled version
- may get into jail of using nulled version
Host:
- cancel your account prematurely without refund
- you lose your database and all files if you don't backup in time
- pass out your info to vBulletin owners
