Custom cursor failing on <img> tag

I tried several ways but the cursor can't be changed on \[code\]<img>\[/code\] elements. I thought it's because the \[code\]<img>\[/code\] tags are in \[code\]<pre>\[/code\] tag, but even using !important cannot change the cursor.
