Promoting Incentivised Offers via Email

Please could someone advise me on the best way to promote incentivised offers. I have looked at all methods and email marketing to my db lists ,targeted seems to be the most cost effective.Am i on the right track? I also looked at fusion mails who will give guaranteed email sign-ups as well as donkeymails. Then I thought i might as well use my email lists and send out newsletters? All advice welcome...
