Minimum post count in order to post webhost sites?

To reduce some of the spam, do you think it's possible to restrict new members from posting "cheap webhosts"? These take up space in the search results & what's new & often times it's just people advertising their own sites.

I assumed this section was for users to suggest good sites that they use & not a dumping ground for advertising.
