Is this an adware/malware?

Hi, I am very annoyed right now because an unknown program that keeps alarming me about spyware in my system. I tried to run my anti-spyware program which is Windows Defender and it detected trojans and I quarantined it but the alleged malware on my taskbar still runs and having balloon popups. I tried to use task manager and it doesn't show any process relating to it. I'm pretty sure I didn't install this anonymous program. I'm trying to turn it off but when I'm clicking to it (left and/or right), it opens as a internet link and it opens my IE, directing to www.virusprotectpro.com/aff=012. I refrained myself not to explore this site as this may be a possible phishing site. How can I remove this in my Pc? Here's the links for a snapshot of what it looks like..<br />

It is an spyware!

Run your anti-spyware in Safe Mode.If you dont have an excellent anti-spyware or your current anti-spyware can't prevent spyware from Invading you computer,download a better one.

You can download and scan your computer for free.

As the computer is booting press your "F8 Key" repeatly which should bring up the "Windows Advanced Options Menu" . Use your arrow keys to move to "Safe Mode" and press your Enter key.

After into safe mode,run an anti-spyware to remove the spyware and adware on you computer.

Make sure you have 1 or 2 antispyware on your computer and 1 antivirus and also 1 firewall.
