is it good to use free link-exchanging sites to improve your traffic?

I would say yes. While they don't exactly provide sells or the most productive traffic; they do provide that link that helps crawlers to get to your site. One of the criterias for search engines does have to do with other sites linking to your site so that they crawl your site earlier and over and over again.
I personally went the route of using autosurf programs like http//www.topsurfing.net these have helped my sites get up in the rankings very fast.

well if you don't care about pagerank, its good for traffic. But exchange link is not good enough. Do if you use blog, its better to do exchange reviews.
