Depends on the terms of service for the Web host. Some allow you to have your own ads, some don't. The ones at the links below should allow you to use AdWords.

It depends as most free webhost will also have advertisement on your site that will generate revenue for the host. Even if the webhost allows you to advertise, there may be bandwidth limitation.
