 1. Edit images found in upload folder with PhotoShop 
    or similar image editing program then upload to 
    images/misc directory
 2. Upload the xml file via admincp                     
 3. Edit variables in vBulletin options

No the link is for you to add a url so when member clicks on the banner it will take them somewhere, maybe to an announcement, your rules page or even an affiliate site its up to you..
