I had a similar problem a few months ago... the problem was I was entering a wrong key.
If that's not your problem... try disabling it on ACP, just deleting the files on the server won't fix anything.

I think your supposed to be able to fix this by deleting all instances of vbseo from your .htaccess file. Not certan but think thats whta you gotta do.
