Here is a PHP-Nuke theme, that was designed a few weeks back, and converted over to vBulletin. It turned out decent for a 100% free vBulletin skin.
Installation:
1.) upload the "themes" folder directly to your vb root
2.) open your admin panel, and upload the style xml file through it.
